The Project will establish an integrated sustainable public transport system in six districts of Ha Noi by constructing 12.5 kilometers of a dual track rail metro line from Nhon to Ha Noi railway station. The Project will develop a new double track metro rail line in Ha Noi, which is one of four priority lines of a planned larger urban transportation system under the Ha Noi Urban Transport Master Plan (HUTMP). Metro line 3 will (i) facilitate public transport connectivity, (ii) greatly enhance access in six districts of Ha Noi, and (iii) be an an important integral part of an improved public transport system, which aims to achieve increased public modal share through low-carbon transport that reduces greenhouse gas emissions.

Transport / Urban public transport
The Government of Viet Nam is well aware of the impact of inadequate transport infrastructure on economic growth. Failure to invest in major public transport to support a major modal shift away from private transport in major cities will constrain economic growth and accelerate degradation of the urban environment. The government supports transport sector investment to promote economic growth and protect the enviornment through a low carbon growth path that reduces greenhouse gas emissions. The country partnership strategy 2012-2015 of the Asian Development Bank (ADB) supports the government's investment program to improve urban transport infrastructure and reduce transportation costs.
Ha Noi is Viet Nam's capital and the second-largest city in Viet Nam; the population of the greater urban area is about 7.5 million (2015), and is expected to grow to more than 8 million by 2025. Private vehicles dominate transportation, with about 90% of transport modal share. Inadequate road infrastructure results in heavy congestion during peak hours, and this will worsen when motorbike riders switch to cars as their household incomes improve. While the road network is expanding slowly, the growth cannot meet the expected increase in demand, and most inner city areas face space limitations on road capacity expansion. Private transport is not sustainable as the principal transportation mode. A well-integrated high capacity pubilc urban transport system is essential to meet the demands of Ha Noi, and a metro rail system is the most appropriate solution for densely populated inner city areas. Without investment in major public transport infrastructure to support a significant modal shift to public transport, economic growth will be severely constrained and the urban enviorment will deteriorate due to high logistics costs and severe congestion. Ha Noi is at an early stage of adoption of private motorization, so investment in major public transport infrastructure represents an effective means to reduce future urban congestion.

Status of Implementation Progress (Outputs, Activities, and Issues)As of 30 June 2022, the project's overall physical progress has only achieved 69.3% vs. the planned progress of 99.6%.
Package CP01 Elevated Section/Line (Viaduct): The civil works for the viaduct were completed at end of 2019 pending taking over by MRB.
Package CP02 Elevated Stations: The civil works for elevated stations is almost completed (99.7%).
Package CP03 Tunnel and Underground Stations: (32.3%). The contract was suspended at the beginning of August 2021, and on 31 October 2021, the CP03 contractor issued a notice of contract termination. Termination has not been effective yet. Negotiation on the resumption of works is ongoing.
Package CP04 Infrastructure Works at Depot: Completed.
Package CP05 Architectural Works (building) at Depot: The progress has remained very slow (77.3%). This represents great issue and concern for the elevated section opening expected by end of December 2022.
Package CP06 -1st rail system (rolling stock): (87.8%). All 10 trains arrived in Vietnam and have been assembled. For dynamic tests, trains operated at full speed in automatic mode between Station 1 and Station 8.
Package CP07 - 2nd rail system (E&M): (45.2%). The works were suspended since April 2021 due to the absence of payments for EOT. The contractor recently agreed to stop the suspension and remobilize its team.
Package CP08 - 3rd rail system (trackworks) (73.2%): Tracks for the elevated section are largely complete, whereas the tracks for the tunnel section will be delayed significantly due to the delayed tunnel construction.
CP09 - Automated Fare Collection: (62.6%).
Almost MRB staff meet minimum skills criteria of their positions.
However, MRB has not arranged qualified and experienced environmental officer and occupational health and safety officer, to comply with the Loan Agreement.

Environment A Involuntary Resettlement A Indigenous Peoples CSummary of Environmental and Social Aspects
Environmental Aspects The Project has been classified as environment category A in accordance with ADBs Safeguard Policy Statement (SPS) and an EIA has been prepared to meet the requirements of the SPS. The EIA provides a comprehensive assessment of potential adverse environmental impacts due to construction and operation of the Project. An environmental management plan (EMP) covering the depot, viaduct and tunnel sections of the Project has been prepared. The recommended environmental mitigation measures and monitoring activities cover the pre-construction, construction and operation stages of the project. Major issues that are addressed in the EMP pertain to spoils disposal and impacts on air quality and noise, traffic, landscape including trees, culturally significant sites and undiscovered archaeological relics, groundwater quality, as well as health and safety of workers and the public. It is also recognized that during excavation works, there is a possibility that some artifacts may be unearthed that could delay works in certain sections. The Project will result to positive long-term benefits in urban air quality, public health, safety, and travel time savings. No adverse residual effects to human health is expected to occur as a result of project construction or operation. The EMP specifies that the contractors shall develop and implement environmental management action plans in the form of specific management plans on dust and noise control, traffic management, spoils disposal, spill management, landscaping including trees relocation, occupational and community health and safety, and emergency response. The EMP clearly defines the institutional arrangements and responsibilities for its implementation and includes an environmental training program for MRB and its project implementation unit to develop their capacity on environmental management. Estimated costs for implementing mitigation measures, monitoring activities and environmental training component are included in the EMP. In compliance with the SPS requirements, the draft full EIA was posted on ADBs website to meet the 120-day disclosure requirement. Involuntary Resettlement The scope of LAR consists of the Line 3 corridor (underground and elevated section), Nhon Depot, and access line to the Depot. A draft resettlement plan was prepared and updated in August 2015 according to ADB Safeguards Policy Statement. Land acquisition for Nhon Depot Phase 1 was undertaken in advance of preparation of the draft resettlement plan for the project. Supplementary mitigation measures for households displaced from Depot Phase 1 were addressed under a supplementary assistance plan prepared in parallel with updating of the resettlement plans. Two resettlement sites were prepared for affected peoples in the depot and access line. An updated resettlement plan has been prepared, approved by ADB and disclosed on the ADB website in March 2014. HPC and MRB are currently managing the grievance resolution for affected households from depot and access line. A resettlement plan for the elevated section (viaduct and above ground stations) was prepared by the District People's Committee and has been implemented since June 2012. A due diligence review of the government prepared resettlement plan and implementation was conducted, and a corrective action plan (CAP) prepared to address any gaps with the agreed resettlement principles for the Project. The majority of the underground section of the metro alignment will be constructed under existing roads. During Project Design In compliance with ADB information and consultation requirements, several public consultations involving affected households and local officials in the project area were conducted during the preparation of the EIA. The results of these consultations are documented in the EIA while environmental concerns raised by the stakeholders are addressed in the EMP. During Project Implementation Environment and social safeguard monitoring reports will be publicly disclosed on ADB website on a semi-annual basis. There is also a provision for a grievance redress mechanism based on existing legal provisions to facilitate resolution of complaints regarding environmental, resettlement and other impacts caused by the Project at no cost to the complainant and without retribution. A communications strategy articulating action plans will be implemented before and during construction in order to disseminate information about project activities to communities.Business Opportunities
