To improve public safety and provide first-class customer service, the District constructed a state-of-the-art Unified Communications Center (UCC). The UCC opened on September 26, 2006, and is located on the East Campus of the St. Elizabeths Hospital site.

The UCC receives and processes calls to 911 and the District's customer service line, 311.

UCC Project Contributors

The following agencies and companies worked to develop the UCC facility:
  • The project was implemented by the Office of the Chief Technology Officer (OCTO), Washington, DC.
  • The UCC Project Architect was DMJM Design, Rosslyn, VA.
  • Technical Systems Design was developed by Northrop Grumman Commercial Systems, Reston, VA.
  • Construction Bid Package 1 (Site Clearing/Relocation) was completed by Clark Construction Group, LLC, Bethesda, MD.
  • Construction Bid Package 2 (Site Work, Grading, Site Utilities) was completed by Clark Construction Group, LLC, Bethesda, MD.
  • Construction Bid Package 3 (Remaining Construction Work) was completed by the Jair Lynch/Tompkins Joint Venture, Washington, DC.
  • The Construction Management firm was Jacobs Engineering.
