Usage notes

• Either chính phủ or chính quyền can be used to translate English "government" when referring to foreign countries' governments (whether national or local); when referring to Vietnamese administrative bodies, chính quyền is officially translated into English as "administration" yet chính phủ as "government".
• English head of government almost always translates to Vietnamese người đứng đầu chính phủ; the translation người đứng đầu chính quyền is attested very rarely, e.g. in a 2018 article by Cù Huy Hà Vũ.[1]
