There are many overlapping & differences between Critical to Quality (CTQ) & Critical to Function (CTF)

CTQ – ‘Critical to Quality’ (of the manufacturing). Determined by manufacturer/contractor. CTQ addresses manufacturing specific requirement. CTQ between suppliers A, B, C or in-house machine-shop can be vastly different due to different machine used, skill of worker, inspection capability etc. Generally, CTQ annotation shall not indicate on drawing or design. Since it is manufacturing capability related, which vary from site to site. CTQ may be able to design away.

CTF – ‘Critical to function’ (of the equipment). Determined by Designer/Product Engineer. CTF is independent of the manufacturing site. It’s recommended to identify CTF on drawing or design. Generally, there should not have a lot of CTF annotation on a specific drawing or design, because CTF can be, or should be designed away.

A simple illustration of the CTQ & CTF as below.
