Background[]

A small, nervous-looking man wearing a food-stained suit, Daniel Bird serves under Dick Richardson as his VP, despite the adverse effects of the FEV Curling-13 antidote he volunteered to test. The anti-toxin caused severe brain damage, reducing him to a gibbering idiot incapable of eating without assistance,[2] including his favorite strawberry ice cream.[3]

Richardson retained him in his position due to bravery, it seems,[2] despite Bird's inability to form a coherent sentence: While he will string words together correctly, he will launch into long-winded tangents on how the human race should enter the solar system (despite being present in it already) and settle Mars, because it's "essentially in the same orbit" and has canals, water, and thus oxygen,[4] or the importance of bondage between a mother and child to Republicans such as himself and thus a necessary return to family values and seguing into random remarks about the holocaust.[5] He also appears to confuse himself for the skipper of the USS Caine, a fictional US Navy ship from a 1951 novel,[6] and relive episodes of abuse from his mother,[7] and the traumatic moment when the anti-toxin was injected, causing the damage that destroyed his mind.[8]

The one positive aspect of the toxin was the fact that it actually seems to have improved his spelling.[2] He also retains his elevated system access.[9][10] However, his mental state is no state secret and the Enclave citizenry is well aware of his state.[11]

Behind the scenes[]

• Bird is a direct parody of Dan Quayle, a former U.S. Vice President who served during the term of President George H.W. Bush (1989–93). Nearly all of Bird's dialogue comes from absurd but real Quayle quotes, or slight variations thereof (such as substituting words like "Enclave" into the quotes). President Richardson's comment that Bird's spelling has improved in the time since the experiment that left him otherwise mentally impaired is another reference to Quayle, who famously misspelled "potato" as "potatoe" while in attendance at an elementary school spelling bee in 1992. Also, one can connect his name, as Daniel can be shortened to Dan, and quail is a type of bird.
• Bird also mentions NASA in-game, referencing a real-life Quayle quote, stating that "space is still a high priority" for NASA.[12] Note that since the game was released in 1998 and whether NASA did or did not exist was not specified. From Fallout 3 onwards, its equivalent became the United States Space Administration.
• The USS Caine reference comes from a Pulitzer-winning novel from 1951, later adapted into a 1953 play, 1954 movie, and several other adaptations. The captain's apparent deteriorating mental state and seeming paranoid breakdowns drive the plot of the novel, with missing strawberries triggering a major plot event.[6]
