What Kind Of Character Is Chongyun?
Chongyun is an early game Burst DPS character who can use his Skill to infuse melee weapons with Cryo. His Burst is great for oneshotting enemies if you build him right and with the correct setup. In late game, he can be used for National Team along with Xiangling and Xingqiu.

Go For Damage Multipliers Aside From CRIT Stat
Wolf's Gravestone is a great claymore since it can boost Chongyun's ATK and can also give an ATK buff to the team. On the other hand, Serpent Spine is an excellent claymore due to its CRIT Rate stat & passive that can further increase Chongyun's damage output.

Chongyun's main source of damage is his Elemental Burst. Noblesse Oblige can increase his Burst DMG but also buff the team's ATK%. While you lose some damage without other set effects, it allows for other characters in the team to use another set for buffing.

Can Buff Melee Characters With Infusion
Those wielding melee weapons such as Sword, Claymore, or Polearm get a Cryo infusion when staying inside Chongyun's Elemental Skill. In addition, one of his passive talents enables his Skill to increase the Normal ATK SPD of melee characters while inside the field.
Inflict Debuff To Enemies
One of Chongyun's passive talents enables his Skill to decrease Cryo RES of the enemy if it gets hit by the falling sword at the end of its duration.
Uses Of Chongyun's Elemental Burst
Quick Burst Of Cryo Damage
Chongyun's Elemental Burst doesn't necessarily have other effects besides damaging enemies with Cryo from a distance. It is great to use whenever you need to set up Cryo-related reaction combos.
Should You Pull for Chongyun's Constellation Or Best Weapon?

C2 or C3 > C6
C2 or C3 are Good But Not Necessary
Chongyun's use-cases are very limited, but he can range from usable to decent in his own niche. His C2 is a rare constellation that can reduce Skill and Burst cooldowns within the Frost Field created by Spirit Blade: Chonghua’s Layered Frost. The exact amount of damage increase you can get from lowered cooldown is variable, but it can come in handy in specific situations. A more noticeable upgrade would be his C3, since it adds levels to his Burst, thus improving his personal damage. C6 is a flat increase to his burst damage, and is more so a nice add-on rather than a final goal. Any constellation is a good enough stopping point, but the above mentioned are going to be the milestones.
In general, Chongyun is a character whose function and gameplay does not change with his constellations. You don't really need to actively pull more copies of him to get some usage out of his kit. He will perform as intended at C0, and that's perfectly serviceable in the limited amount of teams that he can flex into.

Chongyun comes from a family of exorcists from Liyue. What makes him such an amazing exorcist is the fact that he was born with pure yang energy. This makes spirits flee from him almost immediately.

Due to his innate pure yang energy, Chongyun is prone to overheating. This is why he often eats cold food and wears light clothing.
