JAIPUR: As state government is all set to implement the scheme of fixing high security registration plates (HSRP) in vehicles from May 1, 2012, Rajasthan has become the state where registration of these plates will be charged least in the country. "Rajasthan has this fortune to have the cheapest HSRP in the country. Fixing of HSRP in cars will cost Rs 220, scooters and motorcycles, it will be Rs 75 whereas for trucks it will be Rs 110 and for tractors Rs 90," said Deepak Upreti, transport commissioner, Rajasthan.For new cars, the implementation of HSRP will start from May but for old vehicles, it will begin only from June. Initially, the scheme will be launched as a pilot project with a few batches of vehicles getting these plates. "In the first phase, we are planning to call only a few vehicles. If we find no itches in the process, it will be implemented in a full-fledged manner in the whole of the state," Upreti said. However the department is still chalking out plans for the implementation process and keeping its options open. One among them is giving appointments on the basis of serial numbers. In case anyone misses out the date, a person can apply again for a fresh appointment. The department is also mulling over making the process online where the vehicle owner will have to file an online application and make e-payment. For every vehicle, it will be mandatory to have a physical presence along with the original papers. These security numbers plates enabled with hot stamped chromium based hologram, ingress IND legend; laser etched nine character code and a snap lock. HSRPs are tamper-proof and meant to aid law enforcement agencies in tracing vehicles that are involved in crimes. Transport department officials said with the implementation of the HSRPs, not only would it make it difficult for criminals to go in for road-based crimes, it would also help the regional transport offices (RTOs) to digitize all registration related information. In the HSRP system, the affixing of registration plate would be carried out either within the RTO premises or at the designated premises authorized by the transport department, with the help of the authorized vendors. With the Supreme Court setting a deadline to complete the security registration in two years, the department is aiming to wind up the process early. "We will create adequate awareness through the mass media and all information will be available on our website so that people turn up for fixing plates on the due dates.
