HP Z230 Windows 7 stuck in startup repair cycle, no safemode option

Good Morning, Can someone help me. I have a HPZ230 workstation with Windows 7 that keeps cycling in start-up repair at boot and fails. I have carried out a hard drive check and it's passing SMART and short checks. I am trying to boot into safe mode but F8 does nothing and when I press escape to bring up all the list of startup options Safemode/F8 isn't mentioned. Is there any way to get into safemode on these machines at boot, or does anyone have any advice to I can fix this issue and get Windows booting up properly again? Many thanks! Trevor
