    I'm not really sure if I should get an NH-D15 or an AIO.

    yes, look at the TDP rating of the cooler (183W) and the TDP rating of the cpu (105W), more than enough cooling with NHD15

    How heavy are your overclocks going to be?

     

    If you're willing to disregard marginal improvements then the biggest 420mm aio will do. If not you might be better off with a dual tower cooler and some leftover cash in your pocket.

    I have a 5900x and OCed it can pull 220W, so depends

    I air cool my 5900X, works great. D15 should handle it.  I know of a guy running a 5950X with PBO and it handles it. But he is also using iPPC 3000's. But so its not a surprise, the box says 105w, but I have seen 215-220w without a ton of effort.

    TDP is meaningless here (pretty much everywhere, in fact, actually). AMD, Intel, and each cooler manufacturer has their own ways of calculating TDP, making them not comparable. Noctua doesn't even tend to use TDP, exactly for this reason, instead creating their own independent scale of cooler effectiveness.

    Arctic Liquid Freezer II 360 or something similar will be about 8C better.
