Coast Guard External Affairs Manual, COMDTINST M5700.13AB. Coast Guard External Affairs Manual, COMDTINST M5700.131. This ACN announces the promulgation of REF (A). REF (B) is cancelled.2. Major changes to REF (A) include:    a. Chapter 3: Public Affairs   b. Chapter 5: Outreach and Heritage   c. Chapter 6: Personal Activities   d. Chapter 8: Workforce Management and Career Development3. No paper distribution will be made of REF (A), but it isavailable on the CGPortal at:https://cg.portal.uscg.mil/library/directives/SitePages/Home.aspx,and on the Internet at: http://www.dcms.uscg.mil/directives/.4. This message will be cancelled on 13 MAY 2022.5.
