ABSTRACT

The idea of a new capital city has been floated by many leaders since Indonesia’s independence but never really taken seriously until recently. The present capital city Jakarta is overly congested, subsiding due to increased groundwater draw off and facing the imminent risk of sea level rise. Land for future development is in short supply so a new capital city will circumvent all these issues, promote more equitable development outside of the Jakarta metropolis and province of West Java, and reflect the aspiration of the Indonesians for a modern capital city. A design competition in 2019 has resulted in a winning design based on a forest and island concept in the province of East Kalimantan. The construction of the new capital city will bring numerous advantages but also poses economic, political, and environmental risks if not properly managed by the government. The government must also not overlook the serious issues of congestion, subsidence, and water shortage in Jakarta once the administrative centre is relocated.
