Illinois FAIR Plan Policyholders – Please Read Carefully

The FAIR Plan recognizes that policyholders employed by the federal government may be facing financial challenges due to the federal government shutdown and the resulting loss of income.

To support our valued customers, and in recognition of the IL Department of Insurance Bulletin 2025-17, the FAIR Plan will consider the following upon request:

  1. Suspending cancellations of insurance policies for non-payment of premium for federal employees who are not being paid by the federal government due to the shutdown. Please note that once the government shutdown ends the FAIR Plan will resume issuing cancellation notices and the suspended premium payments will be required.
  2. Extending the time allowed to make repairs to property insured by the FAIR Plan for federal employees who are not being paid by the federal government due to the shutdown.

Please note that the above does not apply to commercial policies issued by the FAIR Plan.

Dwelling Fire Rate Change

The Illinois Department of Insurance has granted the Illinois FAIR Plan a rate change for Dwelling Fire policies. The overall statewide average rate increase is 13.8% and will be effective for new and renewal policies on 04/01/25. Please note that quotes issued by the FAIR Plan under the current rates must be paid by 03/28/25 or the rate increase will be applied to the policy without exception.

Commercial Insurance Update

As a residual market mechanism, the Illinois FAIR Plan strives to provide basic property insurance to qualified applicants who are unable to obtain insurance through the standard market. The IFPA balances the level of risks we insure with rate that is adequate for the diminished pool size that we serve. As such, we do not offer liability coverage, nor do we offer co-insurance on underinsured commercial policies. Coverage is available up to $1,000,000 with limited perils and actual cash value settlements. All commercial application(no co-insurance and co-insurance) must include proof of three attempts(declinations, non-renewal, etc.) to obtain insurance through other sources as required by Illinois law, Section 215 ILCS 5/524 - FAIR Plan Procedure, and certified as part of the IFPA insurance application.

Homeowners Rate Change

The Illinois Department of Insurance has granted the Illinois FAIR Plan a rate change for Homeowners policies. The overall statewide average rate increase is 9.4% and will be effective for new and renewal policies on 04/01/24. Please note that homeowners quotes issued by the FAIR Plan under the current rates must be paid by 03/28/24 or the rate increase will be applied to the policy without exception.

Illinois FAIR Plan Address Change

The Illinois FAIR Plan (IFPA) is no longer located at 180 N. Stetson, Suite 2800 in Chicago. Please refrain from sending mail or overnight deliveries to 180 N. Stetson as the forwarding process will cause significant delivery delays.

Illinois FAIR Plan – Credit and Debit Card Fees

The IFPA no longer charges a fee for credit and debit card fees and encourages all policyholders and applicants to make premium payments electronically via the IFPA website.

Dwelling Fire Rate Change

The Illinois Department of Insurance has granted the Illinois FAIR Plan a rate change for Dwelling Fire policies. The overall statewide average rate increase is 9.6% and will be effective for new and renewal policies on 04/01/23.

Homeowners Rate Change

Effective on 4/1/22, The overall statewide rate increase is 8.3%.
