This paper shows that since the beginning of the reform period in 1986 the regime in Hanoi has taken great pains to create the image of the state having legitimate and, indeed, heroic security organs that acted as the ‘saviors of the Vietnamese revolution’ and still serve as the ‘shield and sword’ of the Vietnamese Communist Party. I argue that while previously the socialist state used to regard the history of its security organs as top secret, over the last few years, a huge amount of resources have been mobilized to actively propagate a sacred and romanticized image of the security apparatus.

In a contribution to the political analysis of contemporary Vietnam – a single-party state often wrongly assumed to be an author of reform and deploying considerable and varied powers – this paper seeks to provide an understanding of the Vietnamese term ‘authority’ ( uy) and its relationship to power. Thomas Hobbes’ Leviathan serves as a reference to the notion of authority in Vietnam and is compared to data: what the Vietnamese thought their word best translated as authority meant. The paper concludes that in the ‘two-way street’ of social contracts, the ruling Vietnamese Communist Party (VCP) actually has little authority. This helps to explain the chronic problems the VCP has faced in securing state capacity and generalised ability to implement policy. It highlights gaps between the current anachronistic use of Soviet-style power in Vietnam and what could be done if the regime deployed new powers based on authority. The initial desire for freedom confronted violence against dissent, and it also confronted the desire of the DRV state to control the public realm. By 1958, many intellectuals had been marginalized from their leadership roles in shaping public opinion, replaced by those who toed the Party line. The revolution had eaten its children.

Kleinen questions these issues based upon longitudinal research in Vietnam since the early 1990s. In this study, an effort is made to explain the concrete interactions between authorities of the Vietnamese one-party state and its citizens by introducing an attitude of participants to conceal their real intentions with the intent to disguise their actions in order to obtain benefits for their own. Using the concept of mimicry the author tries to grasp what it means to live in a society where political and economic life is dominated by elite groups and were social change is coming from different directions. Two case studies are presented here: one in which local stakeholders of home stay tourism achieve their goals to develop an acceptable form of co-habitation with ethnic minorities without questioning the state. Another case study focuses upon the rapid urbanization of the periphery of Hanoi where land grabbing and private economic gains of outsiders are at loggerheads with local experiences and perceptions of state-village relationships. The question remains what it means for Vietnam’s modernization and the prospects of a civil society. The paper compares political ideas and acts in the Soviet Union under Gorbachev and in Communist Vietnam. It argues that the Gorbachev group, committed to progressive change, concluded that power granted to them by their position in the Soviet system needed to be eliminated, creating a 'boot strap' problem. To secure progressive change they had first to destroy their own power base. By contrast, the ruling Vietnamese Communist Party (VCP) attempted, in the two decades after the emergence of a market economy in 1989-91, to rule an increasingly open society through Soviet political institutions. By the late 'noughties' Vietnam faced a crisis of domestic sovereignty, with politics largely a matter of spoils, with policy largely irrelevant and unimplementable, and usually blocked by powerful interests. The paper argues that Hinsley's notion of the sovereignty issue makes this situation far easier to analyse. It argues that the Gorbachev group's analysis would have led to them predicting that the VCP's attempt to use Soviet institutions to rule over a globalising and increasingly open society with a market economy would lead to a crisis of political authority, and that they would have been correct. This leads to the counter-intuitive position that the CPSU was a success, in that it managed to solve a serious political problem-how to create the preconditions for a political system suited to a market economy in a relatively open society-and the VCP a failure. The politics of Vietnam is featuring four dynamics including the confluence of money, power, and world views, the crisis of Vietnam's growth model, the rise of mainstream elite civil society, and Vietnam's efforts to self-help in China's backyard. This essay will outline the contours of Vietnamese politics through an examination of its four players and four features, illustrated by events and developments throughout 2009. It concludes with forecasts about Vietnam's economic, domestic, and foreign policy in the near future.

Published during the war in Vietnam, the novel was one of the most successful examples of the new forms of mass culture that emerged in the context of the US military intervention in South Vietnamese cities. In the novel, the character of the Vietnamese superspy appears as a figure for the ambivalent political situation of the Republic of Vietnam within the geopolitics of the Cold War.

This chapter argues that the realities of civil–military relations in Vietnam defy the Western models that dominate the literature. The control architecture underlying this relationship is based on the mutual embeddedness of the military and the Communist Party. While the Party exerts political control over the military, the military’s participation and influence in elite politics and policymaking are not only legitimate but also an integral part of the architecture. The chapter explicates the architecture of Vietnam’s civil–military relations and charts the military’s influence in politics since the Third Indochina War. It shows that, paradoxically, military conflict is not the only and not even the main reason for a surge in the military’s influence in Vietnamese politics and foreign policy after the Cold War. The military gained more influence because it assumed a major political role. While the military’s influence has been on the wane recently, the Party’s control continues to prevail over the trends of commercialization and professionalization.

This article examines the administrative takeover of Hà Nội as a Democratic Republic of Vietnam (DRV) state-making project in the immediate postwar period (1954–1960). This administrative takeover happened in two stages. First, the DRV “grafted” onto the existing structure to ensure that public administration continued to function. Later, the system was slowly transformed as Associated State of Vietnam (ASV) state employees were sidelined and replaced by the DRV’s own personnel. This article argues that the establishment of the DRV administration in Hà Nội, like other state-making projects that took place throughout the northern territory during the 1950s, was a complicated process that required deliberation, adjustment, and coercion.

The terms “decolonization” and “Cold War” refer to specific processes and periods in the international system, but they do not capture the full agency of local actors such as Vietnamese Communists. Based on recently available archival materials from Hanoi, this article maps those terms onto Vietnamese Communist thinking through four specific cases. The declassified materials underscore the North Vietnamese leaders’ deep commitment to a radical worldview and their occasional willingness to challenge Moscow and Beijing for leadership of world revolution. The article illuminates the connections (or lack thereof) between global, regional, and local politics and offers a more nuanced picture of how decolonization in Southeast Asia in the 1950s–1980s sparked not only a Cold War confrontation but also a regional war.

side of the story is this book's greatest asset, the story of the Americans is no less engaging and revealing. Miller must be commended for locating and presenting fresh US documentary evidence that effectively relates the confusing and divisive nature of the war for Washington policy-makers, those who fought in it, and the American public. As he does for the Vietnamese, Miller offers a balanced mix of sources relating the thinking and sentiments of the key political actors, on the one hand, and the experiences of those impacted by their decisions, namely, armed forces personnel, on the other. There are a few lacunae in this book. Miller could have provided better insights into high-level communist and South Vietnamese decision-making during the war. Also, it would have been a good idea to include either an annotated bibliography or, at a minimum, a comprehensive list of suggested readings as they usually are of great use to students. Most disappointing is the absence of maps, an inexcusable oversight by the publisher for a book of this kind. Ultimately, Miller's book achieves what it sets out to do: offer a sound and effective overview of the multiple perspectives and complexities of the Vietnam War. It should be assigned reading in all college-level courses on that conflict, and on the shelves of every public and university library. This is a remarkable contribution to the constantly expanding body of works on the most consequential and controversial armed conflict of the post-1945 era in world history.

Understanding Causes for Wrongful Convictions in Vietnam: a View from the Top and the Bottom of the IcebergHai LuongAsian Journal of Criminology
Wrongful convictions have severe consequences and effects on the values, dignity, and self-esteem of the innocent and their beloved ones. While Vietnam is implementing the rule of law to ensure the protection of citizens’ fundamental rights, recent and serious wrongful conviction cases suggest a need to enhance the effectiveness and credibility of criminal justice reform. Using several cases for examples from Vietnam, this study examines two levels of factors that contribute to wrongful convictions: (i) the acknowledged causes (the top of the iceberg) and (ii) the hidden roots (beneath the surface). In addition, we compare the case of Vietnam to the findings from other Asian nations, notably those of East Asia. We conclude that the causes for wrongful convictions are embedded in the criminal justice process and culture, and eradication of wrongful convictions requires careful planning and innovative reforms that address the root causes of the problems.
