Comme certains ayant vu de près les malversations perpétrées par la Nomenklatura, Pham Chi Dung a rendu sa carte du Parti pour se consacrer à l'écriture et développer une pensée critique du pouvoir. Longtemps officier, Pham Chi Dung a travaillé à Ho Chi Minh Ville comme assistant de Truong Tan Sang, devenu président de la République en 2011. Il y effectue des recherches sur la sécurité publique et l’idéologie culturelle, économique et religieuse dominante. Ses articles dénonçant la corruption et les défaillances du pouvoir lui valent une arrestation en juillet 2012, pour « conspiration visant à renverser le gouvernement » et « propagande contre l’Etat ». Il sort de prison 7 mois plus tard, l’enquête ayant été suspendue. Mais son doctorat d’économie, ses 11 livres et ses innombrables interventions à la BBC, à RFI et à Radio Free Asia ne le protègent toujours pas : en février 2014, son passeport lui a été confisqué au moment où il embarquait pour Genève, invité à une conférence sur les droits et les libertés au Vietnam.
