Tài liệu phổ thông về lập hiến của IDEA quốc tế được thiết kế để hỗ trợ các quốc gia đang trong quá trình xây dựng hoặc cải tổ hiến pháp thông qua việc giúp đỡ công dân, các đảng chính trị, các tổ chức xã hội, các nhà chức trách và thành viên của các đơn vị cấu thành có được những lựa chọn hiến pháp tốt.
