Both asked for a reply so here it is. Mathematically, speaking, you are completely correct; I = 1. , C= 100 So IC 100-1=99. However, and I want to start by saying this is only my observation from working with Roman numerals over the years, there is apparently a simple rule regarding this situation, even though I’ve never heard or seen it stated(kind of like the rule that you can’t have more than three sequential same Roman numbers in order- I.e. XXXX = 40 technically correct but breaking the rule : XL = 40 correct and following the rule- however, additive Roman numerals of four in sequence are common and preferred in inscriptions, like on clocks). It appears that in Roman numerals, each decimal place digit must be written out in a hole. So, for example,999 could be logically written as IM but it’s not. Each digit in the number 999 has to be written out in Roman numeral form. So, in short, the 900 has to be written out, the 90 has to be written out, and the 9 has to be written out. Apparently, you can’t take a shortcut. So 999 would be CM(900), XC(90), IX(9) or CMXCIX. This is the best explanation I can come up with.

I thought of the possibility of a typo, as in the correct text should have been "or 1984+1/2+1/12×3 which is 1984-09".
