Reputation influences the people around you, so if you're really hated people wont want to allow you to hire men from them and so on and so forth, but in saying that you can intimidate them. I haven't experienced being loved by everyone yet because I raid and pillage every village I see and the christians ♥♥♥♥♥♥♥ hate me. Make freinds with the Jarls of the place you want to recruit from and request that they allow you to recruit from their lands.
