Samenvatting
Bij degenen die zich in Nederland politiek en beleidsmatig met de problematiek van vuurwapencriminaliteit bezig houden alsook bij de politie, bestaat het vermoeden dat in ons land de laatste jaren een toenemend aantal handvuurwapens uit voormalige Oostbloklanden wordt binnengesmokkeld. Feitelijk gezien neemt in Nederland het aantal inbeslagnames toe van illegale handvuurwapens die afkomstig zijn uit een voormalig Oostblokland. Dit blijkt uit registratiegegevens van de politie. De mogelijkheden tot smokkel worden voorts bevorderd door de 'gelegenheidsstructuur' in sommige vormalige Oostbloklanden. Het vermoeden dat handvuurwapens die afkomstig zijn uit voormalige Oostbloklanden een belangrijke rol spelen in het Nederlandse illegale circuit vormde de aanleiding tot nader onderzoek naar 'Illegale wapentransporten vanuit voormalige Oostbloklanden naar Nederland'. Dit onderzoek is uitgevoerd door IVA-Tilburg, in opdracht van het Wetenschappelijk Onderzoek- en Documentatie Centrum, op verzoek van de Directie Opsporingsbeleid van het Directoraat-Generaal Rechtshandhaving van het Ministerie van Justitie.
Summary
There is the suspicion amongst those involved in the political and policy-based aspects of the issue of firearms crime in the Netherlands - including the police - that an increasing number of handguns have been smuggled into the Netherlands from former Eastern Bloc countries in recent years. From a practical point of view, the number of illegal handguns from former Eastern Bloc countries that are seized in the Netherlands is rising. This is evident from police records. Opportunities for smuggling are also boosted by the 'opportunity structure' in some former Eastern Bloc countries. The presumption that handguns from former Eastern Bloc countries play an important role in criminal circles in the Netherlands prompted a more detailed study into the ‘Illicit trafficking of arms from former Eastern Bloc countries to the Netherlands’. This study was carried out by the IVA Tilburg Institute for Social Research, on the instruction of the Research and Documentation Centre and at the request of the Criminal Investigations Policy Department of the Ministry of Justice’s Directorate-General for Law Enforcement.
