H-16 flying boats were also manufactured at the Naval Aircraft Factory, Philadelphia, Pennsylvania and were designated as "C". The "C" aircraft was the first to be built at the Naval Aircraft Factory. The factory built around 150 of the aircraft while Curtiss built around 124. Some of the notable Naval Air Stations the aircraft served were at Killingholme, England; at Brest and St. Trojan, France; and Queenstown, Ireland.
