I think it depends on the "average joe" in question, but maybe that is just because I hang around quite a few different circles of degenerates aside from anime. Either way, I'd agree with @satyr_icon in that, when you scrape beneath the social facade, most people, regardless of viewing habits, have at least 1 or 2 embarrassing/naughty fetishes.

Yes but that's no such a bad thing. Though I have found if I show an episode of something I thought was innocuous to one of my non anime familiar friends they will be pretty vocal about the fan service of young looking characters and other pervy things which you just have to grow accustomed to even in the more mainstream anime. The original GOT books had Daenerys aged 13 when she was offered up to Drogo. Graphic depictions of rape also is way more common in Western shows than in anime (if we exclude hentai) Granted if you include it and then have go up against porn Rape fantasies are very common so again still vastly less common including hentai. I guess the only thing you could say anime does it depicts things like incest in a vastly more innocent light but that is about it. (though then in the West we do have Queen Victoria marriage that we tend to glorify to her first cousin though she was deeply in love with Albert so fair enough) Also there is tons of very very messed up stuff outside of anime so yeah I think the majority of the audience that watches anime or reads manga isn't more perverted than the average population. Especially when most of anime sexualization is just bouncing non nude breasts.

Honestly most of the western TV programs I have seen are far more perverse and disgusting than most anime outside of straight up hentai. Popular TV shows such as Game of Thrones and Family Guy are basically smut.
