Approximately two weeks ago, whenever I access the campus Blackboard Learning Management System using Safari, Chrome or Opera using my MacBook Pro running Mojave (all updates installed) the webpage keeps reloading and I can't access the site. I've run every malware and virus scan I can think of, have deleted caches, histories, cookies; played with the content and popup blockers as well as the firewall. I have no idea what's going on. The video below shows what's happening in Safari and it's the same for every browser but Firefox.

I've had our campus tech teams working on this and they have no idea why this only happens on the Blackboard site, all pop-ups have been disabled.

I've done some research and discovered there are problems with constantly reloading pages on Chromium based browsers, but I'm lost. Any help is greatly appreciated.

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

Isolating an issue by using another user account 

Safe Mode - About

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin

Using AVG Cleaner may have compromised the OS. You may need to do a reinstall. Uninstall the application using the Developer's uninstall instructions. The same applies toDr Anti-virus.

Eric, Thanks for your reply. I've run Safari in Safe Mode and Chrome in Incognito mode and reloading still occurs. After setting up a different admin account on my machine, the reloading still occurs.
