From context, I might guess “feeling froggy” to mean something like “feeling unusual,” but perhaps in a specific way. I don’t think it means touching or stimulating frog-like creatures. And the only definition dictionaries seem to give for “froggy” run along the lines of “full of frogs”, and I don’t think people are feeling full of frogs (though maybe they are, I dunno).
