Just unlock the geobays with salvaged data in the Nexus/anomaly. they are under the transport section of the construction/base blueprint kiosk. then you can build geobays on planets and summon exocraft. I think once you build a single geobay of any type it unlocks that type of exocraft for your save forever and you can summon them to your location. No, Oatbran was asking about how to unlock the terminals to allow hiring. Correct answer is: Use base computer. Every few hours the base computer will give you a blueprint or some other valuable unlockable. One of which is the construction terminal.
