You can go in and out of Fontana Fort (where Anti-Aircraft Site Psi is located) after completing Harpoon. After the mission, the fort will be a lot less guarded and it will be easy to destroy the AA gun.

Getting to Anti-Aircraft Site Psi

We recommend using a helicopter, especially the Resolver one found in some hideouts. You can opt to reach the fort by sea but with a helicopter, you can easily land to where the AA gun is, just be sure to fly low while inside the restricted airspace.
