Getting Tornadus is attached to the Request called Incarnate Forces of Hisui in Pokemon Legends: Arceus. Here is Tornadus' Location and how to catch Tornadus in Pokemon Legends: Arceus.

Incarnate Forces of Hisui becomes available after finishing the story Mission titled Seeking the Remaining Plates. After completing the Mission and returning to Jubilife Village, head inside Galaxy Hall and you'll see a short cutscene involving Cogita, and this Request will be automatically added. Catching Tornadus will help you complete your Arceus Pokedex.

Tornadus Location

Tornadus is located in the Alabaster Icelands roaming around Bonechill Wastes area near the southern region of the map. Tornadus can only be encountered during a blizzard, which happens randomly. (Note: the weather icon must be a snowflake with wind, not just the snowflake icon, or Tornadus won't spawn). When you arrive in the Alabaster Icelands, simply rest at your tent until a different time of day to force the weather to cycle. Eventually, you'll get a snowstorm and you can seek out Tornadus.

How to Catch Tornadus

When Tornadus spots you, it will immediately become enraged and you'll need to calm it down before starting the battle. To do this, bring plenty of items that can stun it like a Mud Ball, Snowball, Spoiled Acorn, or Sticky Glob. When you get close to it, Tornadus will send out a series of tornados that can knock you down and injure your character. Try to dodge roll to avoid these and counter by hitting it with a stunning item. It may be easier to defeat some of the Glalie around this area too, as they will easily become enraged and things can get quite chaotic with all the attacks flying around.

If you're successful, you'll temporarily halt Tornadus' attacks and give you an opening for battle. Act quickly though, as this window is very short and Tornadus will become enraged again if you don't make a move. Throw a Pokemon at it to begin the fight. You'll be up against a Level 70 Tornadus.

Catch Tornadus and complete any remaining Pokedex Research Tasks required to reach Research Level 10. Be sure to focus on the tasks that award double points, such as using Bleakwind Storm or using an agile style move.
