Here's how to open any safe you find on a train or elsewhere in Red Dead Redemption 2.
Warning: EXPLOSIVES. You'll need Dynamite to open any safes on a train, which you'll only get Dynamite after playing the The Spines of America mission and unlocking a Fence. How to Open a Safe
Purchase Dynamite from a Fence
Approach safe and pull the RIGHT TRIGGER
Use the button prompt to plant the dynamite.
Press TRIANGLE (PS4) or Y (Xbox One) to ignite the dynamite.
Run about 10 paces away to avoid taking damage.
