Temporal mantle isn't even that good in MR, monsters use a lot more chip damage and several of the multi-hit combos will just use all of its charge. I found it still useful in urgent moment like monster big attack or ultimate attack. It shouldn’t be “gone”. You have to back out at the quest board and select Low Rank / High Rank quests instead of Master Rank. From there, it’s under Special assignments.
