In Japanese, うp is an internet slang meaning "upload."(dic.pixiv.net) This weird mixture of Japanese and Latin characters occur because typing up in the computer converts the u romaji to the u う kana, but there's no kana that's only the p consonant, so it becomes うp.

Usage
This internet slang is used by people who upload videos on Nico Nico, or art on Pixiv, or their images or image boards, or boards that aren't even actually image boards. An example:
Anime: Inuyashiki いぬやしき (Episode 6) - Context: a well-known murderer tells an anonymous bulletin board that he's gonna kill everyone in that thread.
- hon'nin desu ka? kao! up!! 本人ですか?顔!うp!!Are [you] [the murderer himself]? [Your] face! Upload it!
- hon'nin - the person themselves, as opposed to someone speaking in their behalf.
- nanashi-san atto oopun 名無しさん@おーぷんAnon @ open.
- Open probably refers to open 2 channel, おーぷん2ちゃんねる, a bulletin board based on 2ch.
- The incrementing numbers 193, 194, 195, 197, 197, and so on at the left side of each response is the identifier used to cite what a previous user posted.
- The 2017/11/×× is the date. Japan uses a year-month-day date format. The ×× where the day would go is a placeholder used in fiction in places where a specific name or number isn't necessary. See ○, ×, and △ for details.
- tsuchi 土, "dirt," inside parentheses next to the date refers to the weekday: doyoubi 土曜日, "saturday."
- koroshite-miru baaaaaaaaaakka 殺してみるバァーーーーーーーーッカTry killing [me], stuuuuuuuuuuuuuuuupid.
- wwwwwwwwwwwwwwwwwwwwww wwwwwwwwwwwwwwwwwwwwww*laughs anonymously.*
- keisatsu koko miteruu? 警察ここ見てるー?Police, are [you] seeing [this]?
- koko ここ, "here," as in "this thread."
- miteru - contraction of mite-iru 見ている.
- oi kora, satsujinki, hayo jishu shiro おいコラ 殺人鬼 はよ自首しろHey, murderer, go surrender yourself already.
- hayo - synonymous with hayaku 早く, "quickly."
- kuso-gaki ga クソガキが[You brat].
- nichan'neru shuuryouuu wwwwwwwwwwwにちゃんねる 終了ーーwwwwwwwwwww2channel is finisheeed, lolololololololololol.
The following katakana words are synonyms:

Pronunciation
The word for upload, アップ, is read appu, and pronounced like English's "up," so is うp pronounced the same way? Not exactly.
It can be read as apu あぷ, or appu あっぷ.
But it can also be read as upu うぷ(dic.pixiv.net) or uppu うっぷ, then it's pronounced more like "oops!"
And it can even be read as upi うぴ or uppi うっぴ too, this one's because the name of the letter P in Japanese is pii ピー, pronounced "pee."
It's an internet slang, so trying to pronounce it is like trying to pronounce GIF right.
うp主
A word based on this うp is upu-nushi うp主. The word nushi 主 means "lord" or "owner," so upu-nushi うp主 would be the owner of the upu うp, in other words, the:
- appuroodaaアップローダーUploader.
- upurodaうぷろだ(dic.pixiv.net)(same meaning.)
Note that aruji 主 and shu 主 are other readings for the same kanji, so upu-aruij うp主 and upu-shu うp主 are other ways people may read this word, and of course, the api, upi variations, too.

あp, あp主
Since some people pronounce it appu instead of upu, sometimes you see it written as apu あp and apu-nushi あp主 instead of upu うp and upu-nushi うp主.
どwn
As the ancient proverbs foretold: what goes up goes down. Therefore, the following words also exist:
- daunダウンDownload.
- daunroodoダウンロード(same meaning.)
- daunroodaaダウンローダーDownloader.
And then there are the slangs どwn, "download," and どwn主, "downloader," which I hear they exist, but I haven't found if they are read differently (doun?), and I assume they aren't used as much because the uploader is one infinite times more important than the downloader.
