This request is available post-game after the party meets with the Seer at the Emerald Coast. This request is given by Prince Faris who is in his bedroom at the Sultan's Palace. He asks that you bring him a Pepper Tree branch.
Head to the Luminary's Landing in Arboria and summon the whale there. Once in the sky, you should notice a yellow marker on the World Tree now. Land there.
You're now at the First Forest Whale Way Station and the tree you're looking for is somewhere at the southmost section of the area. The item is seen as a golden sparkle under said tree.
