With the Artifacts, you can carry over the team's levels, skills, items, Arte Efficiencies, weapons, armor, and more.

Even though it's not dubbed as New Game Plus, you can replay each mission with new weapons, disguises, and gadgets unlocked later in the game to achieve all the challenges and story opportunities the level offers.
