Head to the North of Veilstone City and meet up with Lucas or Dawn. They will ask you to team up with them for a double battle against two Galactic Grunts. These Grunts will use two Pokémon each. They will start off with a level 25 Beautifly and Dustox. After Beautifly is defeated, the Grunt will send out a level 25 Croagunk. When Dustox is knocked out, the Grunt will send out a level 25 Stunky. After defeating the two Galactic Grunts, they will return the Pokedex.

Galactic Grunt 1 Beautifly (LV. 25) / Croagunk (LV. 25)
Galactic Grunt 2 Dustox (LV. 25) / Stunky (LV. 25)

After this, head up the stairs that were previously blocked by the Grunts. Enter and go right to pick up the item. This is TM 94, which is fly. Now that you can fly, fly over to Hearthome City so that you can go to Route 212. This is the route we will take to get to Pastoria City.
