Welcome to Apple Support Communities. We understand having issues with Wi-Fi sync between your iPad, and iTunes on your PC. We'd be happy to look into this with you.

Do you have another User Account on your PC with admin privileges? If so, we'd like to have you try logging into it and testing to see if you experience the same behavior.

If you have any third-party antivirus or firewalls you’ll want to reach out to them directly for steps to pause, disable, or uninstall the software, and test again.

If you experience the same problem in a different user account, we'd recommend uninstalling and re-installing iTunes. The steps for this process are outlined here:
