Even with 3-Star weapons, it doesn't really matter since although HU Tao still gets increased damage from attack, she scales better in HP so it's preferred. The Black Tassel will work if you don't have any other CR/CD Weapon available. The Staff of Homa is best for her, but any CR/CD weapon will work as a stat stick.

Since Hu Tao's burst is a single-hit attack, it's important to have a good Crit Rate/DMG ratio to ensure that when you do use it, it will Crit. For a Free to Play option, The Catch is a good option since it does provide Crit Rate for the Burst and additional DMG.

With the full Crimson Witch of Flames set, you not only get increased Pyro DMG, but you also get increased damage with Pyro Reactions. If you can't farm for a good set you, you can replace it with 2-Piece Gladiator's Finale or any other ATK% artifact while you farm for better pieces.

High Damage DPS Through Her Elemental Skill
▲ Her Elemental Skill lowers her health whenever it's used
Hu Tao is a high damage on-field main DPS. She does most of her damage through her Elemental Skill, wherein during its effect, she gains an attack buff when her HP is under 50%. Use her Normal Attack + Charged Attack to deal the most damage during this state!

Consistent Damage Through Her Charged Attacks
▲ Her rotation is Charged Attack → Cancel with Jump → Charged Attack
Hu Tao's Charged Attack has high, consistent damage so it's recommended to do that attack rotation instead of her normal attacks when her Elemental Skill is active. By getting C1, it removed Charged Attack Stamina consumption, making it much easier to spam.
Elemental Burst Deals Damage And Heals

When you use her Elemental Burst and it successfully hit an enemy, Hu Tao will recover HP. The effect is activated with each enemy that the Burst hits (this can be up to 5 enemies), making it great against multiple enemies. Additionally, it can deal damage in wide range, making it great for both offense and defense.

There are two things to keep in mind when using Hu Tao. To make the most out of her low HP state, use a shielder on the team like Zhongli. Meanwhile, to take advantage of the increase Crit Rate, have a sub-DPS in your party.
A Little Difficult To Use In Multiplayer
Since her damage can only be generated while her Elemental Skill is in effect, it's difficult to use in multiplayer where characters cannot be switched. Since the deployment of shields and Elemental Reactions cannot be triggered at will, it makes it hard to use her well in multiplayer.

Staff of Homa is a Strong Generalist Weapon
Hu Tao's Signature Weapon since its release has been considered one of the universal choices for damage-dealing Polearm characters, even if most of them cannot activate the other half of the passive. Naturally it's at its most synergistic with characters that have fluctuating HP baked into their kit, such as Xiao and Hu Tao herself.
Pulling for her Signature Weapon is usually a sound decision pull-wise, especially if the other weapon on the banner is something you can use. But most importantly, it's still Hu Tao's best performing weapon overall thanks to its Crit DMG substat, HP% bonus and Attack bonus that scales with Max HP, which is everything her kit wants. Consider getting Staff of Homa for both the versatility of use and the damage boost it provides to Hu Tao.
Recommendation for Hu Tao Focus
C1 > Staff of Homa > C3 or C6
C1 is a Good Stopping Point
For Hu Tao specifically, having full Refinements (R5) on Dragon's Bane and Deathmatch may decrease the value of her Signature Weapon, since the two polearms are relatively close in performance to Staff of Homa. So if you happen to already have the Staff of Homa, or are have max refinements on the two polearms mentioned, then you might want to consider getting her C1 both to smoothen her gameplay feel and as a buff to her damage floor.
Hu Tao's basic and most optimized gameplay loop involves her Pyro-infused Charge Attacks, and with C1, these Charge Attacks will no longer consume stamina while under the effects of her Skill, allowing you to perform more within a given time frame This amounts to a significant increase to Hu Tao's personal damage versus her C0 version, and is worth a consideration as both a starting and stopping point for vertical investment. And although C6 is likely an incredible boost in damage, it requires Hu Tao to be at 1 HP. With this in mind, C1 starts becoming her best constellation overall.
