Should i go with the 1060 or the 980M? No. A 980M is approximately GTX 970 level. A DESKTOP 980 is the same as GTX 1060, maybe if you got special limited edition you can overclock far higher and then they will easily beat GTX 1060, but those are $150 more than normal GTX 980. My friend has 2 of them SLI and they perform almost the level of GTX 1070 base clock (EVGA KINGPIN and KAF2 HOF Limited Edition). Only highly overclocked KINGPIN or HoF LE can reach 980 Ti base clock level, the normal 980 is 20%-30% weaker. And certainly the gtx 970 will not run faster than the 1060. Newer games will absolutely run faster on GTX 1060. The comparison was done when GTX 1060 was first released, the second video shown benchmark recently and it squarely beat the 980 with exception of GTA V a 4 years old game.Crysis 3 is the best benchmark game. It's old but the technology behind it is impressive, not even modern games could compare to it. The GTX 1060 beat the 980 here. And remember those 1060 are low end card.
