Keep in mind, I use HPM if that changes anything.I have literally every single German state in Prussia's sphere, including Schelswig and the south Germans. Every single core for the German empire is in my sphere. Yet when I go to the decision, it says that I do not own all cores of the German empire. . . even though I have thoroughly checked that I do. The only thing that is preventing this (that I can think of) is one of my provinces being majority "Wend" culture. Perhaps worth looking into.
