I don’t know Ciel’s weight but I can say something about his height. There’s one panel where Nina is measuring Ciel and there we see a list with some of these measurements:

In the box with his height we can see 5 feet and the number of inches is cut off but I assume it’s a zero. That would make him about 152 cm tall and that would fit with Lizzy’s height. According to one of Yana’s character sheets for her she’s 154 cm tall and we know that Ciel’s a bit smaller than her.

So I’d say Ciel’s height is 152 cm (5'0").

As for his weight, he’s certainly quite slim. Not as thin as he was after being in the cult but still thin.

But I don’t think he’s underfed. Sebastian probably makes sure that he doesn’t die from starvation. ;)
