Effect	An item to be held by a Pokémon. It reduces Speed but allows the holder's Speed stat to grow more after battling.

Pass Down Speed IV through Breeding

The Power Items may be used to choose a specific IV to pass down from a parent through breeding. When held by a Pokemon when breeding, the Power Anklet guarantees that parent's Speed IV will be passed down to the offspring.

Although useful for a single stat, the Destiny Knot outclasses this item by guaranteeing 5 of the parents' 12 IVs instead of just 1, making it a more useful item for breeding IVs.

It is notable to mention that the Power Anklet's effect stacks with Destiny Knot but, you'll only still be able to guarantee 5 of the IVs to be passed down to the offspring, with one of them being the Speed stat.
