Once you get to a certain stage in the game the "special items 1" floor in the department store is unlocked and as anyone else would I got excited to see what new items were in stock. The lady at the right corner sells these bands where one stat is buffed for a reduction in speed, however the power anklet increases speed for the price of reducing speed... Ummm okay?

So is this a glitch that occurred with changes to the game's codes in an update or was this just put in by accident?

Power Items, do not buffed stats, they aid in EV Training that specific stat for a reduction in speed.

The Power items double(?) the amount of EV's you get from defeating a Pokemon at the expense of decreased speed in battle. For example, if you defeat a Bouffalant (which is worth 2 EV's in Attack) while holding a Macho Brace, your Pokemon will earn 4 EV's in Attack. Your Pokemon will be slower in battle as a trade-off to using the item, but once removed, your speed will return to normal.

Power Anklet simply gives you extra Speed EV yield. It just has the added effect of reducing the pokemon's actual Speed Stat while in battle

they give you 4evs on that stat but reduce speed on battle if your poke have pokerus then it give 8 evs

each 4 ev the base stat incress 1 the max ev you can have on a stat is 252 and on all stat in total is 510

hope it make sence, bad english sorry xd

They work just find, you just don't understan how it works yet. Search for "effort values" or EVs on bulbapedia and you should learn how they work

Also to note that Sun/Moon buffed the power items to where they yield I think 8 pts instead of 4, so a 2 EV pokemon would give you 10 Evs per battle, and that's WITHOUT pokerus. Next episode will probably include that which should make EV training even quicker.
