el viejo can refer to the father in Spain.

No, it is not insulting, we use this all the time to describe our partner or even our father.

El viejo means the old man, I don't know whether it is insulting or not I suppose it would be if you was referring to someone who doesn't fit in to that age bracket.

Viejo means an old man, "viejo" can be an adjective too. It would be insulting but after adding "verde" to it, it will be fine.
