As phases the individual planning portions of the overall performance of an architect or & engineer in the development of building projects. These planning services in the construction industry are to be remunerated in Germany according to the fee schedule for architects and engineers (HOAI). In the HOAI, a certain proportion of the total fee is assigned to the individual service phases in each service profile.

Service phases of property and specialist planning according to HOAI

For the service profiles of the property planning, i.e. the buildings and interiors , outdoor facilities , engineering structures and traffic facilities within the meaning of § 34,39,43,47 HOAI (2013 version) as well as the specialist planning, i.e. the structural planning and technical equipment in the sense of § 51,55 HOAI (2013 version) are defined in nine service phases. [1] [2] This corresponds to § 3 of the HOAI in the version of 2009 [3] (as also previously usual, see also § 15 of the HOAIProject planning for buildings, outdoor facilities and space-creating extensions in the version from 2002 [4] ). The cost determination to be carried out during the property and specialist planning, which is detailed with each stage, is described in DIN 276 . [5]

  • LP 1 : Basic determination with examination of the budget by the client
  • LP 2 : Pre-planning with cost estimation
  • LP 3 : Draft planning including cost calculation
  • LP 4 : Approval planning
  • LP 5 : implementation planning
  • LP 6 : Preparation of tender , including determining the amounts and putting up verpreisten bills ( estimate , LV)
  • LP 7 : “ Participation in the award ” includes the coordination of the award procedure and the comparison of the cost estimate (tender results) with the specifications of the services priced by the planner or the cost calculation
  • LP 8 : Site supervision - construction supervision and documentation
  • LP 9 : Property management including warranty tracking

The HOAI names the fee share of the individual service phases in the overall planning service in percent. In the appendices to the service profiles, basic services and special services for each service phase are also named. However, no fee components are assigned to the individual services. In the specialist literature, non-binding information can be found in tabular form for a more detailed breakdown of the fee for the planning services. [6]

Land-use planning

For the service profiles of the urban land-use planning, i.e. the land use plan and development plan within the meaning of § 18.19 HOAI (2013 version), three service phases are defined: [2]

  • LP 1 : Preliminary draft for early participation
  • LP 2 : Draft for public display
  • LP 3 : Resolution plan

Landscape planning

For performance images of landscape planning, so the landscape plan , green area plan , landscape master plan , landscape conservation plan and management plan within the meaning of § 23,24,25,26,27 HOAI (version 2013) defined four phases: [2]

  • LP 1 : Clarifying the task and determining the scope of services
  • LP 2 : preliminary version
  • LP 3 : Resolution plan
  • LP 4 : Coordinated version

Colloquial terms

The service phases and their designation serve to determine the fee according to HOAI and are only used specifically in this context; other terms are often found in everyday language used by property and specialist planners:

  • LP 0 : Requirements planning is only mentioned in the HOAI as a preliminary service, but is seen as essential by many planners and project managers. [7]
  • LP 1 to LP 3 are usually summarized under the term draft .
  • LP 5 : The execution planning is often called work planning in building construction (not to be confused with the work and assembly planning of construction companies).
  • LP 6 to LP 7 are often dealt with under the terms tender (with prior determination of quantities ) and award.
  • LP 8 is generally referred to as site management . These include among others, the payroll audit and driving a work register .
