City & Guilds 2391-52 - Technique Learning Solutions

City & Guilds 2391-52, Initial and Periodic Inspection and Testing of Electrical Installations Course

Overview

The 2391-52 course from Technique Learning Solutions is a comprehensive Level 3 award combining both Initial Verification (for new or newly altered electrical installations) and Periodic Inspection & Testing (for existing installations), allowing holders to certify, inspect, test and report on electrical installations in compliance with current UK standards. This course replaces the former separate 2394/2395 or 2391-50 / 2391-51 pathways and gives a single route to full inspection and testing competence.

On completion, you are able to carry out certification for new installations and to perform periodic inspections, issue condition reports, and ensure installations meet safety and regulatory requirements.

What the Course Covers

The curriculum is designed to give you both theoretical understanding and practical competence in all aspects required for inspection and testing of electrical installations in line with latest standards. Core topics include:

Legislation, Standards & Safety

  • The statutory and non-statutory documents governing electrical installations and inspection/testing work (e.g. national wiring regulations and relevant guidance)
  • Legal responsibilities, safe systems of work, safe isolation, risk assessment before inspection/testing on site.
  • Understanding of supply types (single-phase, three-phase), earthing/earthing systems, protective devices, and their implications for inspection and testing.

Initial Verification (New or Modified Installations)

  • Visual inspection protocols and completion of pre-energisation checks before circuits are put into service
  • Dead-testing procedures (continuity, polarity, insulation resistance)
  • Live-testing procedures where required (earth fault loop impedance, RCD and protective device verification, disconnection times, etc.)
  • Commissioning installation correctly; issuing of proper documentation including Electrical Installation Certificates (EIC) or Minor Works Certification where applicable.

Periodic Inspection & Testing (Existing Installations)

  • Full visual inspection of installation condition, earthing & bonding, protective conductors, consumer units, wiring, connections, and general safety compliance.
  • Execution of all required electrical tests in compliance with current regulations (insulation resistance, continuity, polarity, earth fault loop, RCD testing, etc.)
  • Correct reporting using standard forms (Electrical Installation Condition Report – EICR), coding of observations (defects, improvements, non-compliances), classification of issues per safety standards.
  • Guidance on frequency of periodic inspection, record-keeping, and re-inspection recommendations depending on usage, environment, load, and changes.

Practical Skills & Instrumentation

  • Use and calibration of test instruments: insulation resistance testers, continuity testers, earth fault loop testers, RCD testers, multifunction testers. Proper procedures for connection, measurement and interpretation of results.
  • Fault finding and diagnosis – identifying wiring faults, earth/ bonding issues, faulty protective devices, issues from wear and tear or poor installation.
  • Safe isolation and safe-working practices during testing and inspection; ensuring risks are managed appropriately before energising circuits.

What’s included

  • Safe-working and isolation procedures training
  • Practical sessions on inspection and testing of installations (single and three phase)
  • Use of professional testing instruments (insulation tester, continuity tester, earth fault loop tester, RCD tester, etc.)
  • Guidance on documentation, certification and reporting: Electrical Installation Certificates (EIC), Electrical Installation Condition Reports (EICR), Minor Works certificates, as applicable.
  • Teaching of both dead (isolated) and live testing procedures where regulation permits.

Who Should Attend

This course is intended for:

  • Qualified electricians, installation technicians and maintenance engineers who already have a grounding in electrical installation work.
  • Professionals who need to carry out both new installation verification and periodic safety testing for domestic, commercial or industrial installations.
  • Contractors or individuals aiming to join competent-person inspection and testing schemes, or seeking credentials to legally certify installations.
  • Electricians looking to refresh or update their skills and knowledge to reflect current regulations, standards and best practices.

Note: This course is not suitable for complete beginners. A working knowledge of wiring, safe-working practices, and ideally prior training in wiring regulations (e.g. 18th Edition / BS 7671) is strongly recommended.

Candidates must be of legal working age (18+).

What Makes This Qualification Important

  • It is widely recognised across the UK electrical industry, and provides the credentials to legally certify new installations and inspect existing ones professionally.
  • It demonstrates that you meet the expected standards of competency and compliance with regulations, which is often required for membership in competent-person schemes, contractor approval, or contractor grading (e.g. JIB/ECS).
  • It improves safety and professionalism by ensuring installations are inspected and tested properly – reducing risk of electrical hazards, fire or non-compliance.
  • It increases versatility and employability: holders can work on new installations, maintenance, periodic servicing, inspection contracts, landlord certifications, safety checks in commercial and industrial settings.

Why Choose Technique Learning Solutions’ 2391-52

Technique Learning Solutions offers the 2391-52 course with:

  • A combined syllabus – both initial verification and periodic inspection & testing in one course, saving time and avoiding duplication of separate courses. This is the current standard route as defined by the awarding body.
  • Balanced theory classes and practical, hands-on workshop sessions, giving candidates real-world experience with live/testing circuits, instruments, reporting and documentation.
  • Course materials and guidance documents supplied or made available during the training; the course culminates in recognised certification.
  • Delivery by experienced instructors with practical industry knowledge – ensuring that learning covers both regulation theory and practical best practices (safe-working, isolation, fault finding).
