For Tourists
For tourists, TIM offers a SIM card called TIM Tourist for 20 € (+ 10 € for the SIM, including credit of 1 €), and it comprises 200 minutes of call-time, 15 GB of data in Italy, and up to 6 GB in the EU, all for a monthly.
The plan applies to domestic calls as well as international calls to around 65 countries. Data operates on 3G/4G and will be throttled to 32 Kbps should the quota be exceeded. No upsize or extensions are possible.
Overcoming problems
Some stores may be reluctant to sell you this offer, as they don’t yield many benefits from it. Just be firm and polite! You may show them a print-out of the offer or let them call their Head Office. Windtre
Windtre (W3)- this newly merged company, having started out in 2017, currently has 27 million mobile customers. In 2018, Hutchison (the former owner of Tre) took over the rest of the company and bought out Veon (the former owner of Wind). Initially, both brands were sold separately.
Over time, the newly combined network scored several points in network tests and became on par with TIM and Vodafone. Both Umlaut and OpenSignal discovered, in 2020, that W3’s 4G coverage is equivalent to that of the other two networks and their average speeds are even slightly higher, at 28.6 Mbit/s.
As of March 16th, 2020, the new brand and logo W3 was introduced, and both brands have now merged commercially.
For Tourists
For non-Italian citizens only, carrying a passport or ID from outside the country, WindTre has released these offers:
- Giga International: 9.99 € – including 40 GB data (EU cap: 4.7 GB), for one month. The activation fee is 5 € and the SIM card costs 9 €, rendering the total cost 24 € for the first month, and 10 € for subsequent months. This offer is only for customers with foreign citizenship. It can be activated by texting ‘GIGA INTERNATIONAL SI’ to 4033. As it auto-renews after a month, you could cancel your plan by texting ‘GIGA INTERNATIONAL NO’ to the same number. You could additionally check your data balance by texting ‘SALDO’ to 4155. After consuming all your data, your allowance can be renewed by texting ‘INTERNET RESTART SI’ to 4033. It is all a very simple process!

Vodafone
Vodafone is Italy’s 2nd largest network, and according to tests, it has surpassed TIM both in 4G/5G speeds and coverage. 4G/LTE covered 98% of the Italian population in 2019, and it is included in most of their prepaid plans.
5G was launched in summer 2019 in a few Italian cites and is available as a part of prepaid plans without surcharge (on most plans). It will be sent out in cooperation with TIM in the years to come.
Plans for foreigners
Vodafone offers a special plan to foreigners lacking Italian citizenship. It’s called C’all Global Max and is a combo pack with 300 mins of calls from Italy to about 50 countries, 500 domestic mins, and 50 GB of data (or 70 GB if you can link it to a credit card or bank account, with roaming data throughout the EU maxing out at 5.6 GB). For this plan, you would be charged 11.99 € monthly + an initial activation fee of 3 €. It includes the Vodafone Pass Web Voce with zero-rated chat and messenger apps, VoIP calls, and 300 mins to several foreign countries as well as landline numbers in Australia, Brazil, Israel and Morocco.
For tourists
Regarding tourist plans, Vodafone offers Dolce Vita for 24.99 € per month exclusively to foreign tourists. It includes 30 GB in Italy (15 GB in the EU), 600 minutes of domestic calls and calls to many international destinations, as well as their Social, Chat and Map Passes with zero-rated apps. This plan is free of an activation charge!
Note that the terms for both of the above offers indicate that a “foreign tax ID” is officially required (even for the tourist offer!) Follow the directions at the beginning of the wiki to check yours and have it ready, just in case.
