OK do you have the radio in your hands? IF not you have to remove it using the special tools slotted to unlock it and pull it out. The radio serial is etched into it but you have to remove it to see. With this and the car's serial and proof of ownership VW can get the radio code for you. Or they'd be happy to remove it for you as well and get the other info themselves.

SOURCE: Hi, problem with 2007 VW Citi Golf radio security code.
The radio is in Lock-Out mode. You only get two attempts to enter the code, then it enters Lock-Out mode. Put the key in ignition and turn on the radio for an hour (maybe a bit more). The radio should reset itself after about an hour and then you can re enter the code.

"2 safe" means that your radio was in safe mode, and then the code was improperly entered 2 times. you either need to disconnect your battery and leave it for up to 4 hours (i've been told), or leave your key in the ignition for around an hour. once it comes out of "2 safe" mode, then it will just say SAFE and give you the numbers 1-0-0-0. You just need to enter the 4 digit code (using your pre-set numbers 1-2-3-4 to change the numbers), then hold the seek > button and your radio should come on.If you don't have the code, call VW. they'll find your code for free. they did for me. if not they'll charge like $50 or something.

If you pull the radio out there should be a 4 dig code written on it and if not than write down the serial # and the VIN # of the Veh and go to the nearest dealership and they should get the info for you!!!! Release the buttons. Do not, under any circumstance, continue holding the buttons down or press them once again. This would cause the radio to take the number "1000" as the code number. * Using the first four radio station buttons, enter the code number found on your Radio Card. Use button 1 to set the first digit of the four digit code, button 2 to set the second digit, etc. The first digit of a four digit code must be "1". If your code number has three digits, the first digit on display must be set blank. * Once the code is shown on the display, press and hold the MODE button and SCAN button simultaneously until the word "SAFE" appears in the frequency display. If, when cancelling the electronic lock-up, a wrong code number is entered by mistake, the word "SAFE" will appear in the frequency display first blinking, and then continuous. I had a 95 that had this problem when I got it. I had to remove the radio, get the numbers off it, and the VIN and call a dealer to get the code for it. Don't let a dealer tell you, you have to bring it in unless you don't know how to remove the radio. When they run the radio serial# and the VIN it will give the code, or show up as an error if they are not a match.
